The world boss is going to be on a random schedule once we have 3 world bosses/world events. These events can be failed as there is no admin intervention for them.
It takes a lot of time to implement these things though.

Vanity pets. Can't learn more than 1 even though the note says you can have up to 9. No, the ring isn't stackable with 25 melee defense SEAs. They work the same, as do all visible stats on equipped items. Shield gens will work with LS resist as they do now. The Koro 2 speed isn't being changed, but there are much better ways of approaching a change you don't like than how it was done this time.
