The tutorial and the skipped tutorial will again contain npc's, terminals and items.

I believe this has been quoted on General chat in discord.. probably in game that you need tka 4 x x x to be able to heal wounds etc... so closing this thread down. If it is still an issue when you reach that level let me know and I will re-open it.
