As mentioned in many places it is best to hunker down and stay at Novice Investigation until you achieve 6,000 XP. This should allow you to purchase Investigation 1 (1k XP) and 2 (5k XP) at once and you can start on 3 (recommend you cap at 10k, it saves you probes).

People have recommended that you start your investigation career in Keren. The shuttleport is next to both the terminal as well as the informant - not to mention the trainer. After this you can go where ever, I went to Kadaara since they had multiple informants and the city limits were close so I didn't have to drive far to call in the arakyd.
