A Master Merchant and myself (3444 Merchant) have both tried dragging and dropping clothing onto our vendors and we get the same response: "That doesn't fit me. I am not going to wear it."
This happens with clothing and with armor. I have tried it with a human female and a twi'lek female vendor. Deku also tried dressing his vendors at Master Merchant and got the same error.
