Using Shellfish Harvesting Tool trouble

Are there any issues using this tool? I have taken my hutt to talus and tried using it standing it water but will not collect. It either says I must be standing in water or I cannot use while swimming. I will check other areas to see if it is a location issue but was wondering if anyone else has had this issue with it. I am very familiar with use of this tool as I have used it on Bas a lot. I just was wondering if maybe it's a hutt thing?

Well I went further out of the city and finally DID get it to work but it was extremely sensitive to my location in the water. Very VERY small footprint in which it would finally work.
