Finding the lowest level mobs?

Everything around Mos Eisley is higher level than my character. I was expecting the really low level mobs to spawn there like on Basilisk, but everything facerolls my brand new character. Have the new player areas been moved or tweaked? I need to get missions and find mobs that I can actually level from or I might as well just roll an entertainer.

Someone must have been getting to the newbie mobs before me. I finally found some rats and mynocks that were easy to kill, and help me to level.

All the starter cities like, coronet, theed or eisley should be a good place to start until you have a novice elite box
