Character mass creation and deleting policy

As everyone knows, the reason we have the 12 hour character creation timer is to try to stop people using that method to farm for credits.
2.4: Account Mass Creating/Deleting to gain starter Money is not allowed. The mechanic is not there to generate endless money.
We wanted to be sure people weren't farming the anniversary gifts so we did an audit of how many characters each account has created and deleted.
We found the top 4 accounts have deleted over 140 characters between them in the last 3 months. Those accounts have had all items wiped and have been put in limbo for 3 days.
There were several other accounts that have deleted multiple characters in the last week. They have been given a warning.
Because of these violations, we are reintroducing the 12 hour timer on deletion and we are re-evaluating how gifts will be handled in the future.
We will also be looking at different ways to handle event loot to stop the practice of bringing 3 characters to events and afk'ing there just for loot.
