Bounty hunter missions

Is it intended that the same number of bounty hunters can hunt regular characters as Jedi? Just got 4v1’d on my Rifleman the other night, doesn’t seem right as thats instant death. Even Jedi can’t hold up against that, they can at least prolong it and run if they have AI though.
