According to Mobyus1's video, a lead dev has stated that the programming is too difficult and they do not have a staff member with the know-how to tackle this problem.

They didnt rule it out completely. They are going to focus on getting to 14.1 first. They dont have someone on current staff that can takle jtl as it has to be built from the ground up and its totally like adding a new game.
